The book reviews the planning and implementation approach taken for different resettlement plans in Bangladesh. With all ‘good plans’ prepared and all required resources mobilized, why the distress created by forced displacement could not be resolved? The objective is to find what went wrong. Why the target population didn’t receive the compensation and benefit as planned-was it a failure of an obvious result of a planning approach wrongly perceived?
